Job Description


THE AGENCY

General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

THE POSITION
Under general (Level I) or limited (Level II) supervision, the GSA Courier I/II performs a variety of tasks associated with the pickup, transport and delivery of mail, supplies, equipment, books, and passengers from one destination to another.

 
The GSA Courier I/II also provides counter service to customers at the Hall of Administration Media Center including answering questions regarding mail and shipping services, metering outgoing mail, and processing outgoing and incoming expedited packages.

 
The ideal candidate will possess requisite abilities (Level I) or a minimum of two (2) years of work experience in mail rooms and/or delivery of mail, records, boxes and packages involving interaction with customers on a regular basis, and will possess 6 months of experience with metered mail, and handling a postage meter (Level II).

PAYROLL TITLES AND APPROXIMATE SALARIES:
Courier I: $21.00 - $24.82 per hour

Courier II: $21.00 - $26.04 per hour

WHAT WE OFFER
  • Merit Increases –  New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase. 
  • Educational Incentive –  An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
  • Vacation Accrual  –  New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked. 
  • Annual Leave Redemption  –  After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months. 
  • Sick Leave  –  Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods. 
  • Deferred Compensation  –  Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions. 
  • Health Plans –  Full-time employees are given a flexible credit allowance to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
  • Flexible Spending Accounts –  Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
  • Pension Plan –  Participation in the County's defined benefit pension plan, which has reciprocity with CalPERS.
  • Holidays – 12 paid days per year which includes a scheduled floating holiday.

Note: Courier I/II is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation.Duties may include, but are not limited to the following:
  • Operates a County vehicle to distribute inter-departmental and US Mail, records, graphics orders, surplus, and lab specimens/supplies;
  • Operates automated mail metering machines including scales and meter accounting system to correctly charge departments for postage; assigns proper postage to mail and packages using correct USPS rates and in compliance with USPS guidelines as well as for parcel delivery services such as FedEx or UPS;
  • Accounts for mail and parcel deliveries and pick-ups by using an electronic scanning/signature system;
  • Provides customer service in the GSA Media Center for expedited shipping services, meters and prepares outgoing mail received at the counter; records and compiles billing information, responsible for running end of month billing processes; delivers mail to Government Center offices;
  • Answers customer inquiries pertaining to mail and parcels while in field; updates packing tracking system with delivery status and customer signature as needed;
  • Collects and sorts incoming and outgoing mail (internal and USPS) using established sorting scheme;
  • Attends to the care and maintenance of the County vehicle; ensures that the vehicle is serviced at proper intervals to meet safety requirements; Reports & responds to vehicle safety concerns;
  • Other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE
Requisite ability (Level I) or some experience (Level II) in mail room or delivery work which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:

Courier I: No specific work experience or training is required; however, applicants must demonstrate possession of requisite abilities.

 
Courier II: One (1) year of experience in mail room or delivery work; OR six (6) months of experience as a Courier I for the County of Ventura.

NECESSARY SPECIAL REQUIREMENTS
For this recruitment the following is required:
  • Requisite knowledge/training (Level I) or 6 months experience (Level II) providing customer service in a fast-paced environment;
  • Possession of or the ability to obtain and maintain a valid California Driver license; out of state licensed drivers will be required to obtain a valid California Driver license within the six (6) month probationary period;
  • Ability to lift up to 55 lbs;
  • Ability to walk, stand, twist, bend, stretch, reach and carry objects;
  • Ability to work in both indoor and outdoor environments with exposure to inclement weather and adverse road conditions.
  • Must be willing and able to complete an extensive background process successfully.
HIGHLY DESIRABLE
  • Two (2) years of work experience in mail rooms and/or delivery of mail, records, boxes and packages involving interaction with customers on a regular basis. 
  • Six (6) months experience with metered mail, and handling a postage meter.
KNOWLEDGE, SKILLS and ABILITIES

Some (Level I) to working knowledge (Level II) of:

  • Safe driving practices and the ability to exercise caution in the operation of a vehicle;
  • County area and roads;
  • Names and locations of mail delivery addresses;
  • Mail room methods and techniques, including mail processing and handling equipment;
  • U.S. Post Office and other mail services rules, regulations rates and practices.

Ability to:

  • Exercise caution in the operation of a vehicle;
  • Sort mail quickly and accurately according to an established scheme;
  • Maintain a set schedule for deliveries;
  • Understand and follow oral instructions and written procedures;
  • Learn to use various postal related equipment;
  • Make simple computations and keep accurate records using applicable software and produce simple reports;
  • Work cooperatively with others;
  • Provide efficient customer service;
  • Lift and carry heavy objects;
  • Stand for extended periods of time.

SUPPLEMENTAL QUESTIONNAIRE - qualifying

WRITTEN EXAMINATION

An un-proctored, internet-based, job-related written examination will be conducted to evaluate participating applicants' ability to make accurate comparisons, file, follow written instructions, and accurately complete/check forms. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.


VALIDATING PROCTORED WRITTEN EXAM
Offers of employment may be conditional to the candidate until taking and passing an on- site, proctored exam similar to the un-proctored, internet-based exam.


Applicants successfully completing the exam process may be placed on an eligible list for a period of six (6) months. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There is currently one (1) vacant Regular position.


BACKGROUND INVESTIGATION
A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position. Applicants for the position of Courier II will need to participate in a detailed background investigation by the Probation Department in order to obtain clearance to access their facilities and transport sensitive documents.
